Is there a way in WinDev to combine multiple existing PDF files in to a single PDF?

Not sure if this is possible with Native WD functions but you could
always print to a virtual PDF printer and merge the docs that way.

Try PDFToolkit:

http://www.pdflabs.com/tools/pdftk-the-pdf-toolkit/

Pdftk allows you to manipulate PDF easily and freely. It does not require Acrobat, and it runs on Windows, Linux, Mac OS X, FreeBSD and Solaris.

Its a small exe you could run with ExeRun() in mode exeInactive.

I think you also need ghostscript when merging PDF files with PDFtk.

Sorry, no, I don't think so. GS is not required.
